1. ISPs should be required to notify users of any changes to their service that may impact a service or destination. For instance, legitimate reasons exist to prioritize VoIP traffic over BitTorrent traffic on a shared network. ISPs should be free to innovate and improve the overall net experience, provided they notify users. 
 
2. Anti-competitive practices should be illegal. Prioritizing all VoIP traffic improves the responsiveness of voice communication over the net, but an ISP prioritizing only their own VoIP traffic is anti-competitive -- their own voice offerings have an unfair advantage over other providers. The ISP is the user&#039;s gateway to the net and ISP choices are very limited, so anti-competitive practices extend this geographic monopoly to other services. </description>
